Mineral Royalty Reallocation: The Cost of Buying Local Consent
Minister of Industry and Mineral Resources Gongoryn Damdinnyam has opened a new front in Mongolia’s long-running struggle to balance extraction with consent.
His proposed amendment to the Minerals Law would increase the share of mining royalties retained by local governments by 1.5 to 2 times. Parliament is expected to take up the measure this year as part of a broader rewrite of the sector’s legal framework.
